A victim or anybody else may file a report with the police regarding acts of domestic violence and criminal proceedings shall be commenced and conducted in accordance with the Criminal Procedure Law.

Commencement of proceedings
The basis for the initiation of the investigation is the information about the crime, which was provided to the investigator or the prosecutor, revealed during the criminal proceedings or published in the mass media. In case of receiving information about the crime, the investigator and the prosecutor are obliged to start the investigation. The investigator must immediately notify the prosecutor about the initiation of the investigation.
Appeal
A victim may appeal a decree of the prosecutor to terminate an investigation and/or a criminal prosecution to a superior prosecutor. If a superior prosecutor does not grant the appeal, the victim may appeal the decision of the prosecutor to a district (city) court, according to the place of investigation. A court shall deliver a judgement within 15 days, with or without an oral hearing. A decision made by the court may not be appealed.If a victim believes that her or his human rights have been violated by this decision, they have the opportunity to submit a claim to the European Court of Human Rights.
